Methods of Public Procurement in Bangladesh

 Government procurement of Bangladesh is primarily divided into three categories: Goods, Works and Services. Separate methods are used for each category. Following are some widely used procurement methods:

a) For Goods and Works procurement the available procurement methods are Open Tendering method, Limited tendering method, Request for quotation, One stage two envelope method, Two stage tendering method, direct contracting, cash purchase etc.

b) For Services procurement the available methods are: Quality and Cost Based Selection, Fixed Budget Selection, Least Cost Selection, Single Source Selection, Community Service Organization Selection, Individual Consultant Selection, Selection Based on Consultants Qualifications, Design Contest Selection etc.


Open Tendering Method (OTM) is the preferred method for goods and works procurement. For services the preferred method is Quality and Cost Based Selection (QCBS).

Open Tendering Method may be used with or without Pre-qualification. For large and complicated procurement, pre-qualification is done to ensure quality.

There are various forms of Direct Procurement like Direct Contracting, Additional Delivery, Repeat Order, Variation Order, Extra Work Order etc.

Request for Quotation (RFQ) method is used for low value standard readily available goods and small works. 

Turnkey Contracts are used for consturction of large complex nature of plants. Two stage tendering method (TSTM) is used for this purpose.

Non-Consulting Services (NCS) are another distinct category of procurement. A separate standard tender document is used for this purpose which is known as PSN document. It is also a competitive tendering method.
