Bangladesh government has formed a new body named Bangladesh Public Procurement Authority (BPPA) to take care all the issues related with public procurement in Bangladesh. Previously Central Procurement Technical Unit (CPTU) under IMED was performing this function. So now CPTU is dissolved and BPPA will take all the responsibilities of CPTU. Bangladesh Public Procurement Authority (BPPA) was establised under Act No. 32 of 2023, the Bangladesh Public Procurement Authority Act 2023.
The government has restructured the CPTU into BPPA with an aim of better service delivery and further improvement in public procurement environment in Bangladesh,. On July 5, 2023, the Honorable Minister of Planning placed the Bangladesh Public Procurement Authority (BPPA) Bill 2023 in the Jatiya Sangsad (i.e. National Parliament). After the Bill was passed on September 10, 2023, it received the assent of the Honorable President on September 18 and the Bangladesh Public Procurement Authority Act 2023
Bangladesh Public Procurement Authority (BPPA) has been established with the enactment of the Act. Under this Act, through a circular on November 28, 2023, the government appointed the current Director General (Grade-1) of CPTU Mr. Mohammed Shoheler Rahman Chowdhury the first Chief Executive Officer of BPPA. All documents and communications of CPTU are now construed as that of Bangladesh Public Procurement Authority (BPPA).
It is a long desired reform for public procurement of Bangladesh. This will enable the concern public procurement authorities to act more promptly and act more independently. Hopefully, this good decision will drive the country towards best practices in public procurement.
