An e-Government Procurement (e-GP) system is a digital platform or framework used by governments to manage the procurement of goods, services, and works. It leverages information and communication technology (ICT) to streamline, automate, and enhance transparency in public procurement processes.
Bangladesh is one of the pioneer of e-procurement system in public procurement. The e-Government Procurement (e-GP) system in Bangladesh is a centralized online platform designed to ease public procurement processes. Following are some key points about the eGP system of Bangladesh:
Centralized Platform: The e-GP system provides a single web portal where all the government Procuring Agencies (PAs) and Procuring Entities (PEs) can perform all procurement-related activities. This includes everything from tender invitations to contract award. Although this is a centralized platform, the procurement process is decentralized meaning that each procuring entity furnishes its own procurement needs independently.
Transparency and Accountability: One of the main goals of the e-GP system is to enhance transparency and accountability in public procurement. By providing equal access to all bidders and maintaining a secure, online record of all procurement activities, the system helps to reduce corruption and increase trust in the procurement process.
Efficiency and Cost Savings: The e-GP system is designed to make the procurement process more efficient and cost-effective. By automating many of the steps involved in procurement, the system reduces the time and resources needed to complete procurement activities. The eGP system has significantly reduced the time required for procurement cycle.
Support from the World Bank: The implementation of the e-GP system has been supported by the World Bank as part of the Public Procurement Reform Project (PPRP-II). This support has helped to ensure that the system meets international standards and best practices. eGP is one of the successful investment from the World Bank in Bangladesh.
Phased Implementation: The e-GP system has been implemented in phases, starting with pilot projects in key government agencies such as the Bangladesh Water Development Board (BWDB), Local Government Engineering Department (LGED), Rural Electricity Board (REB), and Roads and Highways Department (RHD). The system has now been expanded to all government procuring entities.
e-Tendering and e-Contract Management: The e-GP system includes both e-Tendering and e-Contract Management components. The e-Tendering system covers the entire tendering process, from user registration to contract awards, while the e-Contract Management system covers contract management processes such as work plan submission, progress tracking, and quality checks.

Benefits of eGP system:
Efficiency: eGP system speeds up procurement cycles by reducing manual paperwork and physical interactions.
Cost Savings: Lowers administrative costs and enables competitive bidding, potentially reducing prices for goods and services.
Accessibility: Enables small and medium-sized enterprises (SMEs) to participate in government tenders by removing geographic and bureaucratic barriers.
Less Corruption: Minimizes direct human interaction and discretionary decision-making, which can curb bribery and nepotism.
Data Analytics: The eGP system can provide extensive insights into spending patterns, supplier performance, and market trends etc. which may help in better decision-making for future procurement.
