Revised eGP Guidelines 2025 is published by BPPA

 Bangladesh Public Procurement Authority (i.e. BPPA) has published a new guidelines for electronic procurement in Bangladesh. It was officially published in Bangladesh Gazette on 12 March 2025 and the new eGP Guidelines will be effective from the same date. It is a robust 63 pages document.

 Some major changes are outlined below:

1) Tender Opening Committee (TOC) is eliminated:   A separate Tender Opening Committee (TOC)/ Proposal Opening Committee (POC) shall not be formed. e-GP System shall automatically open the Tenders/Applications/EOIs/ Proposals after the submission deadline. The eGP System shall automatically generate Tender/ Proposal Opening Report (TOR/ POR) after opening the Tenders/ Applications/EOIs/ Proposals.  This is in fact a good reform. This is save time and money. 

2) Tender Evaluation Committee (TEC or PEC):  Tender Evaluation Committee (TEC)/Proposal Evaluation Committee (PEC) shall be formed in the following manner:
If the approving authority is HOPE or below thereof, TEC/PEC shall be formed with three (3) members, out of which at least one (1) member shall be from another PE.
If the approving authority is above HOPE, the TEC/PEC shall be formed with five (5) members, out of which at least one (1) member shall be external (i.e. from outside of the concerned agency/ministry/ division/ any other agency under the concerned ministry/division).
In all of the above cases, at least one (1) member of the TEC/PEC shall be from the concerned procuring entity.

Earlier external member was not compulsory while at least two members were required from the Procuring Entity.  Maximum allowed TEC members was only three, now it is five. This change will ensure more fairness in tender evaluation.

3) Publishing Annual Procurement Plan (APP) comprising of all procurement packages (even offline packages) on eGP portal is now mandatory. According to 2011 guidelines, only online packages was compulsory although CPTU issued a circular to include the offline packages in APP. Now the eGP Guidelines also makes it compulsory to the offline tender packages in APP. 

4) e-Reverse Auction module: provision has been added to add e-Reverse Auction module in the eGP portal in the near future. This will be a good option for small value routine procurement. Provision has been kept to add any other useful module in the eGP portal on need basis. 

Also a e-GP Management Committee headed by the Chief Executive Officer (CEO) of BPPA has been introduced for emergency management and overall management of the eGP system.

This new eGP Guidelines 2025 will completely replace the old eGP Guidelines 2011.
